Former UN Independent Expert on the Promotion of a Democratic and Equitable International Order calls for a World Conference on post-COVID-19 recovery<\/strong><\/span><\/p>\n

04 May 2020 \u2013<\/strong>\u00a0Former UN Independent Expert on the Promotion of a Democratic and Equitable International Order, Professor Alfred de Zayas,\u00a0urges civil society to demand a new social contract based on human dignity, social justice and sustainability. He calls on\u00a0governments to significantly reduce military expenditures and give priority to the enhancement of human development and\u00a0enforcement\u00a0of human rights.<\/span><\/p>\n

As documented in his detailed report to the UN Human Rights Council\u00a0https:\/\/ap.ohchr.org\/documents\/dpage_e.aspx?si=A\/HRC\/27\/51<\/a>\u00a0reckless budgetary priorities have squandering resources in aggressive wars, military bases, the arms race, missiles and drones, while neglecting preparedness to tackle emergencies such as pandemics, hurricanes or volcanic eruptions.\u00a0 The post-Covid world requires an orderly transition from the failed neo-liberal model that hitherto has served the 1%. We all need a \u00a0paradigm change oriented toward \u00a0sustainable development, social services and environmental safety<\/span><\/p>\n

\u201cThere is a direct nexus between the\u00a0<\/em>looting of society by the\u00a0<\/em>military-industrial<\/em>-financial<\/em>\u00a0complex and\u00a0<\/em>the underfunding of health infrastructures with the consequent unpreparedness<\/em>\u00a0to combat the Covid-19 pandemic.\u00a0<\/em>Exorbitant<\/em>\u00a0military spending and the\u00a0<\/em>endemic\u00a0<\/em>boom-and-bust cycle<\/em>s of asocial capitalism<\/em>\u00a0ha<\/em>ve<\/em>\u00a0<\/em>crippled<\/em>\u00a0 the\u00a0<\/em>capacity<\/em>\u00a0of societies to\u00a0<\/em>effectively address unexpected but foreseeable crises<\/em>\u201d<\/em>\u00a0Professor de Zayas said.<\/span><\/p>\n

\u201cIt has become apparent that governments worldwide were<\/em>\u00a0<\/em>unprepared\u00a0<\/em>for\u00a0<\/em>the health crisis and the attending economic, social and political fallout<\/em>. Sanctions and financial blockades against a number of States have significantly reduced the capacity of these countries to combat the pandemic and have resulted in thousands of preventable deaths.<\/em>\u00a0The post-pandemic world must devote all efforts to\u00a0<\/em>building<\/em>\u00a0a system that enhances the resiliency of the world to\u00a0<\/em>tackle<\/em>\u00a0global crises based on international solidarity and social justice.<\/em>\u00a0Lawyers, economists and the media should join forces in designing this new order based on a gradual conversion of military-first budgets into human security budgets, and the creation of employment in sustainable industries.\u201d<\/em><\/span><\/p>\n

\u201cI call upon the UN\u00a0<\/em>Secretary General\u00a0<\/em>to co<\/em>nvene<\/em>\u00a0a World Conference on Post-COVID Recovery and demand a change of priorities away from war,\u00a0<\/em>market\u00a0<\/em>speculation and\u00a0<\/em>globalization fantasies. Tax evasion by oligarchs and transnational corporations, tax havens and other economic scams must be abolished and criminalized. The neo-colonialism of foreign debt and skewed IMF \u201cloan conditionalities\u201d must be abandoned<\/em>.<\/em>\u00a0<\/em>Today we have a historic opportunity to\u00a0<\/em>\u00a0reorient<\/em>\u00a0the economy<\/em>\u00a0towards the promotion of sustainable development<\/em>\u00a0and peace.<\/em>\u201c<\/em><\/span><\/p>\n
